This map of Rokugan was put together using all the mentioned settlements from the fiction and sourcebooks by Trevor Cuba and it’s pretty rad. The scale is 10 mile by 10 mile squares, although that doesn’t mean much when youre on the ground given the roughness of most of the Empire’s terrain.
